What happened to the Cooperative Information Network (CIN)?

  • CIN officially dissolved on September 30th, 2025

Why?

  • There have been ongoing issues with CIN’s Joint Powers Agreement (JPA), the legal framework that governs the consortium. Disagreements over how the JPA should be updated or enforced have created tension and made collaboration increasingly difficult.
  • Additionally, recent policy changes have affected other libraries in CIN and their ability to effectively serve their patrons.

What’s changing

What if I want a library card from a library outside of my group/district/network?

  • Each group/district/network will determine its own approach.
  • InlandShare Library Group (ILG) will be charging for non-resident cards.
  • Call, stop in, or email the library you are interested in for more information on their non-resident card policy.

What is happening to e-resources such as Libby/overdrive?

  • The items in CIN’s shared Libby/OverDrive catalog has been split amongst the groups/districts/networks. Check with your library for updates.
  • Reminder – Patrons can use their credentials to log in to other Idaho libraries and access their available items through the IDEA program.

What about my Library’s Interlibrary Loan Service (ILL)?

  • Your library’s Interlibrary Loan service will continue to function and will be available to the patrons within its taxing district
  • Policies will need to updated on what will be Interlibrary Loaned, information will be forthcoming
